At present, no artificial carbon sinks can remove carbon dioxide from the atmosphere at the rate needed to combat global warming.
Carbon stored in natural carbon sinks such as forests is released into the atmosphere through forest fires, land use, or logging. Reducing carbon emissions is therefore essential to achieving climate neutrality.

The European Union adopted the Energy Efficiency Directive (EED) in 2012 to improve energy efficiency, reduce emissions, and save energy. The EED established the framework for national energy efficiency policies, requiring Member States to set energy efficiency targets, develop plans, and implement energy efficiency measures. On March 10, 2023, the European Parliament and Council reached a provisional agreement to reform and strengthen the EED. The agreement establishes an EU energy efficiency target of 11.7% for 2030 and requires Member States to ensure an additional reduction of final and primary energy consumption compared to forecasts made in 2020.
